Florida employers will soon be asked to pay more -- a lot more -- to cover the cost of unemployment compensation.
For employers now paying the lowest rate, the tax will jump from $8.40 per employee to $100.30, the state Revenue Department said Wednesday.
``That sounds like a 1,000% increase,'' Kevin Rusk, owner of the Titanic Brewery and Restaurant in Coral Gables, said after hearing the news. ``That's absurd.''
``All this does is eat away at profits,'' he said. ``I can't just raise prices based on this. Unfortunately, there's nothing you can do other than eat it. That's the most frustrating part of it.''
The problem comes down to this: 667,000 of the state's one million unemployed people are now receiving benefits, and the state needs to come up with more money.
The most any one employee can receive is $300 per week, but that stacks up when multiplied by almost 700,000.
This time last year, the state had $1.3 billion saved in a ``trust fund'' to cover unemployment benefits. But with the unemployment rate up to 11%, the fund is now empty.
Since August, the state has been borrowing from the federal government to continue paying benefits. The current rate of borrowing is $300 million per month.
Under state law, the deficit will trigger an automatic tax increase for next year. Employers with a history of extensive firings will continue to pay an even higher rate, with the maximum tax going from $378 to $459 per employee.
But employers aren't happy about the increase, calling it just another burden that will affect their ability to add more workers and spur economic growth.
Congress had offered the state an extra $444 million in stimulus money for unemployment benefits if the state agreed to make more people eligible, but House Republicans rejected the plan, saying it could actually make matters worse.
Businesses will start getting their increased tax bills within the next few weeks.
``They will be disappointed,'' said Dan Lindblade, chief executive of the Greater Fort Lauderdale Chamber of Commerce. ``Some will be angered. But it is what it is. There's 100,000 people out of work in Broward County alone. It's a difficult situation. . . . It's just unfortunate that it's hitting us right now while we're trying to dig ourselves out of this.''

Linda South, the Secretary for the Fl. Department of Management Services, was given the job of locating the 18,000 surplus buildings & properties so they could be sold to hopefully raise the funds for Florida's tight treasury.
The irony in this blunder is that now she says because there ceases to exist a single list of all the properties, the government will need to commission someone to locate where all of those buildings are, what they are used for, what they are worth, or even if the buildings still exist. But there is no money in the treasury to pay someone to do this.
"We do not have the knowledge base, the expertise in-house to understand what those values are. We need to ask the commercial real estate sector to tell us how we can get that done," South told legislators."
Legislators will need to find help across the state, from the panhandle in Pensacola to the tail-end of Key West, to aid in finding these buildings. South has proposed outsourcing the job to since her Department does not have the capabilities to begin this memory game of finding and matching buildings.
Perhaps worse than having lost them, is that because they are missing no one knows where the buildings are or what purpose they serve, so they can not even propose a budget for the tracking project.
"We have just issued an ITN, or Intent to negotiate, to invite companies to come back with proposals," the Department spokesperson said."
They hope to use this method to grasp what a company would charge to begin this hunt, and even if someone is willing to undergo it.
The only explanation provided as to why there are currently 18,000 buildings floating in space is because no list ever existed that served to record the property inventory, and no list ever existed because such list was "never required" by the State.
So now, we taxpayers who have been funding the State to own these properties will have to shell out even more money for the State to pay a outside company to locate them again since noone that works for the State department seems competent or inclined to assume the responsiblity for their initial own lack of action.
"For now the department is working with state databases trying to get all the information they can about the state's wayward buildings. The agency is expected to award a contract to find them before Christmas, a holiday gift from taxpayers who will eventually pay to find the buildings they also paid to build."
